Mobilisation des proximités et gouvernance du cluster de Paris-Saclay

Abstract

The current research will focus on the possibilities to involve the local authorities to facilitate the government of a territory, a government often fuelling itself on the confrontation between conflict and dialogue. Theoretically, the notion of general interest should be of some help. The current study will be based on the emblematic case of the Paris-Saclay Cluster. We shall successively present the long history of the cluster and the unusual institutional compromise reached to make up for an inefficient local regulation implying neither dialogue nor understanding of the conflict. We shall see that the relative inefficiency of the plan has mainly been due to the changes the director of the new public operator was able to apply to the initial plans particularly by choosing a more eco-friendly option rather than an option based on concentration. Finally, we shall point out the inability of the state to involve the local authorities to facilitate the government of the territory and the importance to carry on studying this project which future relies on the decisions to come of many actors, be they economic, institutional, political actors or associations.
