Abstract

This paper describes a new evaluation of the distribution of financial incentives to work using the Myriade microsimulation model. The evaluation assigns employment conditions to unemployed members of the labour force based on characteristics such as age, sex, nationality, qualifications, etc. The aim is to remedy the arbitrary element introduced by assigning them, for example, earned income at half the minimum wage in order to model the return to work. This enables us to better identify the factors, notably low pay and the effects of tax and benefit transfers, which make the financial incentives for returning to work so weak for certain populations.
