Prinzipien für eine europäische Industrie- und Handelspolitik für das geoökonomische Zeitalter

Abstract

Gegenwärtig zeichnen sich zunehmend die Umrisse einer neuen Weltwirtschaftsordnung ab, die von geoökonomischer Rivalität, Lieferkettenrisiken und Klimatransformation geprägt ist. Dies erzwingt ein Umdenken in der deutschen und europäischen Wirtschaftspolitik. Julian Hinz, Irene Iodice und Moritz Schularick schlagen in diesem Beitrag einen dreistufigen Rahmen für eine moderne, evidenzbasierte Industrie- und Handelspolitik vor. Sie definieren einen strategischen Dreiklang aus Vertiefung des EU-Binnenmarkts, externer Diversifizierung und sicherheitspolitischer Absicherung. Zudem skizzieren sie ein Instrumentarium hierfür, das von strategischer Beschaffung über reformierte Ursprungsregeln bis hin zu Export- und Investitionskontrollen reicht. Des Weiteren formulieren sie fünf Leitprinzipien, die jeden staatlichen Eingriff disziplinieren sollten: (1) fokussiert und befristet fördern, (2) dem Ansatz „small yard, high fence“ folgen, (3) Wettbewerbsdruck erhalten, (4) EU-Koordination gewährleisten und (5) für eine lernende Governance sorgen. Ein solcher Rahmen schaffe Resilienz, fördere Innovation und bewahre offene Märkte, ohne in klassischen Protektionismus abzugleiten.
