Fiskalpolitische Regeln und politische Polarisierung

Abstract

Fiskalpolitische Regeln dienen der Bindung von Regierungen und sollen parteipolitische Einflüsse auf die Fiskalpolitik verhindern. Zugleich folgt die Einführung solcher Regeln ebenso wie ihre Ausgestaltung oft parteipolitischen Interessen, da die Regeln auch dazu dienen, den Spielraum des politischen Gegners einzuschränken. Deshalb ist bei stärkerer politischer Polarisierung zu erwarten, dass fiskalpolitische Regeln zunehmend restriktiver ausgestaltet und interpretiert werden. Carsten Hefeker und Michael Neugart schlagen vor, diese politische Verzerrung bei der Ausgestaltung von Regeln zu vermeiden, indem man deren Überprüfung und Anwendung an ein politisch unabhängiges Gremium delegiert.
