Die Wirkung lokaler Fiskalregeln in der EU

Abstract

Die öffentlichen Haushalte in Europa unterliegen auf allen staatlichen Ebenen fiskalischen Regeln. Dies trifft in der Mehrzahl der Staaten auch auf die lokalen Gebietskörperschaften zu. In diesem Beitrag untersuchen Beate Jochimsen und Christian Raffer mit Hilfe eines Datensatzes der Europäischen Kommission zur Stärke der institutionellen Umsetzung solcher Regeln, ob und wie stark einzelne Regeltypen mit einer disziplinierten Haushaltsführung der Kommunen einhergehen. Im Ergebnis zeigt sich kein signifikanter Zusammenhang mit den aktuell gültigen Regeln zum Haushaltsausgleich. Schuldenregeln und in geringerem Maße auch Ausgabenregeln korrelieren jedoch signifikant mit solideren Haushalten. Für die Debatte in Deutschland sind diese Ergebnisse von Relevanz, da die deutschen Kommunen im Wesentlichen der Pflicht zum Haushaltsausgleich unterliegen. Dieser ist zuletzt immer seltener gelungen. Möglicherweise sollten in Deutschland deshalb auch auf kommunaler Ebene Regeln zur Schuldenbegrenzung eingeführt werden.
