Private Militärunternehmer aus institutionenökonomischer Sicht

Abstract

Private Militärdienstleister haben seit Ende des Kalten Krieges eine Renaissance erlebt. Von ihrem Einsatz versprechen sich die Auftraggeber bestimmte Vorteile wie etwa vermeintlich günstigere Kosten, eine schnellere Einsatzbereitschaft und die Möglichkeit, verdeckte Operationen durchzuführen. Diesen Vorteilen stehen jedoch auch erhebliche Nachteile gegenüber. Dieser Beitrag analysiert die entsprechenden Problemfelder, die durch den Einsatz privater Militärdienstleister verursacht werden, mit Hilfe der Neuen Institutionenökonomie und diskutiert Lösungsansätze. Dabei erweist es sich als unglücklich, daß derartige Auftraggeber, die nicht das Potential haben, diese Lösungsansätze effektiv zu nutzen, am stärksten vom Einsatz privater Militärdienstleister profitieren.
