Interventionsspiralen in der Europäischen Währungsunion

Abstract

Der entscheidende Unterschied zwischen der Währungsreform von 1948 und der Euroeinführung 1999 besteht darin, dass 1948 Preise wieder zu Knappheitssignalen wurden und 1999 die zentralen Preise, Wechselkurse und Zinsen, als Knappheitssignale abgeschafft wurden. Ludwig von Mises hat gezeigt, dass politische Interventionen in die marktwirtschaftliche Interdependenz Interventionsspiralen auslösen. Nach 1948 entfielen sie, nach der Einführung des Euro waren sie unvermeidlich. Die für die südliche Peripherie zu niedrigen Zinsen lösten Produktionsverzerrungen aus und die unterschiedliche Entwicklung der nationalen Wettbewerbsfähigkeit konnte nicht mehr durch Wechselkursänderungen kompensiert werden. Um den Zusammenhalt der Eurozone zu sichern, wurden die Europäischen Verträge gebrochen und die Geldpolitik wurde zu einem Paradigmenwechsel genötigt. Wegen der Fragilität der Währungsunion dreht sich die Interventionsspirale weiter. Derzeit ist absehbar, dass die einzelstaatliche Verantwortlichkeit in eine umfassende Haftungsunion einmündet.
