Conceptual Model For Ecological And Economic Mechanism Of Agricultural Policy

Abstract

The article deals with the analysis of the main ecological and economic indicators of functioning of forestry in Ukraine for the period 2015-2017 and the receipt of funds from the land tax to the Consolidated Budget of Ukraine for 2018, mln. It is possible to achieve rational and efficient nature management only by adhering to ecologically and economically justified principles of reproduction of forest resources where the validity of the principles of forestry policy development is substantiated. The structural-conceptual model of the ecological and economic mechanism of forestry policy is proposed. In the process of research the strategic objectives of forest policy development are envisaged, which foresee forest management exclusively on a scientific basis in order to implement a single organizational and technical policy and use of forest resources. The application of these principles will allow us to form a structural and functional scheme the ecological and economic mechanism of balanced forest management, which involves organizing and interconnecting the set elements within the control subsystem. Taken together, these subsystems can achieve a synergistic effect due to the impact on forestry and forestry subjects on the use of economic, ecological and social benefits of forest ecosystems. Taking into account the main components of the process, including the exchange of knowledge and experience among forestry workers, promoting the knowledge component in forestry certification and encouraging the knowledge of forestry workers. One of these components is the Concept of Management, which provides for the formation and development of a system of ecological and economic knowledge, organizational capacity in order to implement environmental and social marketing, as well as productive interaction and consolidation of all components of intellectual capital.
