Directions of balanced tourism development in the natural system of recreational areas

Abstract

The article is devoted to research of problems and substantiation of directions of sustainable development of tourism for destinations. It has been determined that until now the criteria for the sustainable development of tourism for destinations have not been adequately integrated into the national management system for recreational areas. This is largely due to the lack of scientific and methodological support for their implementation in management practice. Since the global criteria for balanced tourism for destinations (GSTC-D) are developed on the basis of already recognized approaches and methods, and also taking into account the best practices of application, the recommended list of criteria for destinations is relevant for performing tasks in the domestic recreational sector. The urgency of GSTC-D application lies in the necessity of ecologizing tourist and recreational activities. However, if we pay attention to the essence and content of the global criteria for sustainable tourism, it becomes obvious that they reflect one or another essence of the target and realizing parameters of the process of solving the problems inherent in a particular destination. In the context of highlighting global criteria for sustainable tourism as targets in the domestic environment, it is suggested to rely on the methodology for the formation of strategic development goals using Maslow’s hierarchy of needs. This approach allows us to identify the needs of key stakeholders in the field of tourism and recreational activities (government, local people, tourism and recreational activities, tourists) in order to select priorities and measures for their implementation in the management of recreational areas. For the coordination of various interests and the solution of many issues in the sphere of tourism, it is expedient to use global criteria for the sustainable development of tourism in the system of management and strategic planning of tourist and recreational activities at the state level.
