It is substantiated that the balanced development of recreational territories is based on achieving an equilibrium state in the process of realizing the environmental, economic and socio-cultural goals of territorial development. Therefore, the main conceptual principles and tasks on ensuring the balanced development of recreational territories are systematized in these areas. To assess the development of recreational areas in accordance with the principles of environmentally-balanced development, a system of indicators is proposed. It is determined that the process of stimulating the balanced development of recreational territories should be considered through the prism of the theory of motivation. The versatility and variety of motivations that motivate a person to choose one or another place and method of rest, necessitate the identification of attractors that increase the attractiveness of territories and require a stimulating approach from the governing bodies. Based on these measures, a system of balanced development of recreational territories can achieve a state of balance, stability, competitiveness, security and motivation to enhance domestic potential. The ultimate goal of balanced development of recreational areas is to meet the needs of recreational areas (social, environmental, economic) through the active work of territorial entities under the influence of stimulating tools. The mechanism for stimulating the balanced development of recreational territories provides for a system of state and market instruments and levers. Based on the conceptual approach, a theoretical and methodological approach to the formation of a model of sustainable development of recreational territories has been developed, an integral element of which is a methodological approach to grouping regions according to the level of resource potential, is the basis for developing scenarios for the development of recreational territories, and justification of strategies for balancing their development for each of the defined scripting. The implementation of balancing strategies is carried out through a scientifically based environmental and economic mechanism and appropriate tools
