Formation And Development Of Lease Relations Of Agricultural Land In The Territiry Of Ukraine In The Context Of The Sumy Region

Abstract

Renting land in Ukraine during the reform of land relations related to the agricultural land market and the moratorium on sale is extremely important, since land lease in private ownership is, to some extent, an alternative form of market use and ownership of agricultural land. Lease of land provides material support to the rural population at the expense of rent, to fill the budgets of local villages and village councils, by transferring the land of state and communal property and unclaimed shares to the lease. The article describes the formation and development of lease relations in Ukraine and the Sumy region. The mechanism of concluding land lease agreements for agricultural purposes is considered. An analysis of the use of agricultural land has been carried out The positive and negative consequences of concluding lease agreements have been identified. Development of lease land relations in the region requires further improvement of economic relations of land rights between owners of land shares (shares) and agricultural enterprises and rent. At the legislative level, it is proposed to resolve the problems related to the regulation of lease relations and to foresee: the mechanism for the subsequent ransom leasehold lease; increase in the level of rent; development and implementation of a mechanism for mortgage transactions with land plots and rights to them for obtaining long-term loans by agricultural commodity producers; development of the procedure for settlement of land relations in relation to unclaimed land shares and immortal heritage, lands of collective ownership; creation of associations of owners of land shares (shares); Constant monitoring of tenants’compliance with the terms of lease agreements, current standards and norms of rational and effective land use; introduction of proper incentives for owners and users to improve the quality characteristics of soils; creation of an appropriate mechanism for insurance of risks related to the lease of agricultural land; creation of the State Land Fund, which would make the purchase of land shares (shares) from landowners who inefficiently work with the aim of their subsequent resale or long-term lease transfer on a competitive basis to more efficient owners, etc. The formation of market relations in the agrarian sector of the Ukrainian economy involves the formation of a civilized agricultural land market. Land resources are a source of national wealth, the sustainable economic development of the country, the standard of living and health of the nation depend on its use. Formation of the land market has a prominent place in agrarian reform, envisaging the reform of property relations and the recognition of land commodity.
