Evaluación de la inversión pública en Bolivia: Un análisis mediante fronteras de eficiencia

Abstract

La inversión pública en Bolivia se incrementó de manera sustancial en la última década, siendo uno de los componentes más importantes del gasto fiscal y, a su vez, de la demanda interna. No obstante, las investigaciones realizadas a la fecha no han profundizado sobre aspectos relativos a la eficiencia de dicha inversión. El presente trabajo evalúa la eficiencia relativa de la inversión pública del gobierno general de Bolivia en los sectores de educación, salud, infraestructura caminera y servicios para el periodo 2000-2015 mediante el cálculo de fronteras de eficiencia, a través de la metodología Data Envelopment Analysis, la misma que permite establecer, a través del relacionamiento de variables input y output, mejoras en la eficiencia de la inversión pública en Bolivia en comparación, tanto con los países de Latinoamérica como con los de ingresos medios bajos. No obstante, aún existe un espacio importante para mejorar la asignación eficiente de los gastos públicos de capital.
