Stakeholder theory in the public sector domain: A bibliometric analysis and future research agenda

Abstract

Stakeholder theory has been widely studied and used in private companies because of its potential to achieve satisfactory organizational outcomes and create sustainable value among different stakeholder groups. However, the stakeholder theory principles still need to be consolidated in the public administration field. To advance this discussion, this study undertook a bibliometric analysis to collect, analyze, and synthesize the research that had already been developed in this regard. We analyzed 1805 articles published between 1982 and 2021. Our findings show that even though some ideas of stakeholder theory seem to be associated with important topics in the public administration field, such as participation and governance, some of the central principles of stakeholder theory have still not been explored in depth in studies of the public sector. A proposed research agenda indicates the need for stakeholder management theories and their interaction with public value, performance, sustainability and innovation. 利益攸关方理论在私营公司中已得到广泛研究和应用,因为其有潜力实现令人满意的组织成果并在不同利益攸关方群体之间创造可持续价值。不过,在公共行政领域中,利益攸关方的理论原则仍然有待加强。为促进这一讨论,本研究进行了一项文献计量分析,以收集、分析和综合已经开展的相关研究。我们分析了1982‐2021年间发表的1,805篇文章。我们的研究结果表明,尽管利益攸关方理论的一些思想似乎与公共行政领域的重要主题相关(例如参与和治理),但利益攸关方理论的一些核心原则仍然未在公共部门研究中加以深入探讨。拟议的研究议程表明,需要利益攸关方管理理论及其与公共价值、绩效、可持续性和创新的相互作用。 La teoría de las partes interesadas ha sido ampliamente estudiada y utilizada en empresas privadas debido a su potencial para lograr resultados organizacionales satisfactorios y crear valor sostenible entre los diferentes grupos de partes interesadas. Sin embargo, los principios de la teoría de las partes interesadas aún deben consolidarse en el campo de la administración pública. Para avanzar en esta discusión, este estudio realizó un análisis bibliométrico para recopilar, analizar y sintetizar las investigaciones que ya se habían desarrollado al respecto. Analizamos 1.805 artículos publicados entre 1982 y 2021. Nuestros hallazgos muestran que, aunque algunas ideas de la teoría de las partes interesadas parecen estar asociadas con temas importantes en el campo de la administración pública, como la participación y la gobernabilidad, algunos de los principios centrales de la teoría de las partes interesadas aún se mantienen. no ha sido explorado en profundidad en los estudios del sector público. Una agenda de investigación propuesta indica la necesidad de teorías de gestión de partes interesadas y su interacción con el valor público, el desempeño, la sostenibilidad y la innovación.
