On the performance of creative industries: Evidence from Mexican metropolitan areas

Abstract

This paper evaluates the performance of creative industries in 56 Mexican metropolitan areas over the period 1998−2013. Derived from Florida's 3T theory, determinants of inefficiency are examined by focusing on metropolitan area‐related variables. The analysis yields several interesting findings. First, there is a marked heterogeneity in performance, especially within the arts creative sector. Second, there is relatively little robust evidence that inefficiency can be reduced by increments in public investment (technology), “creative students” (talent) or cultural opportunity (tolerance). Thereby the role of local governments developing and implementing differentiated policy strategies could contribute to increase the efficiency of the creative sector. Este artículo evalúa el desempeño de las industrias creativas en 56 áreas metropolitanas mexicanas durante el periodo 1998–2013. Partiendo de la teoría de las 3 "T" de Florida, el estudio se centra en las variables relacionadas con las áreas metropolitanas para examinar los determinantes de ineficiencia. El análisis arroja varios hallazgos interesantes. En primer lugar, existe una marcada heterogeneidad en el desempeño, especialmente dentro del sector creativo de las artes. En segundo lugar, hay relativamente poca evidencia sólida de que la ineficiencia se puede reducir mediante el aumento en la inversión pública (tecnología), los “estudiantes creativos” (talento) o las oportunidades culturales (tolerancia). Así, el papel de los gobiernos locales en el desarrollo y la aplicación de estrategias políticas diferenciadas podría contribuir a aumentar la eficiencia del sector creativo. 本稿では、1998〜2013年の、メキシコの56の大都市圏における創造産業の業績を評価する。フロリダの3T理論に基づき、大都市圏関連の変数に焦点を当てて、非効率性の決定因子を検討した。この解析からいくつかの興味深い知見が得られた。第一に、業績には著しい不均一性があり、特に芸術のクリエイティブセクターではその傾向が顕著である。第二に、公共投資 (技術)、「クリエイティブな学生 (才能)、あるいは文化的機会 (公差)の増加によって非効率性が減少することを示す、確固たるエビデンスはほとんど認められない。これにより、地方政府が差別化された政策戦略を策定・実施することが、クリエイティブセクターの効率性の向上に寄与する可能性がある。
