Territorial governance and proximity dynamics. The case of two public policy arrangements in the Brazilian Amazon

Abstract

Using social network and proximity‐based approaches, this paper analyses the effect of two territorial governance arrangements implemented in the Amazonian region in the framework of ‘The Territories of Citizenship’ programme, which aims to promote interaction and collaboration between the various actors of rural development. In the Amazon region, the great distances between actors made their interactions difficult. Our study reveals, however, that those distances are not insurmountable obstacles to collaboration. Indeed, the measures implemented in the framework of territorial policies promote communication between the different actors of the territories, thus allowing for the development and reinforcement of organized proximity. Mediante el empleo de enfoques basados en redes sociales y en la proximidad, este artículo analiza el efecto de dos acuerdos de gobernanza territorial implementados en la región amazónica en el marco del programa ‘The Territories of Citizenship’ (Los Territorios de la Ciudadanía), cuyo objetivo es fomentar la interacción y la colaboración entre los diversos actores del desarrollo rural. En la Amazonía, las grandes distancias entre los actores dificultan sus interacciones. Nuestro estudio revela, sin embargo, que esas distancias no son obstáculos insuperables para la colaboración. De hecho, las medidas implementadas en el marco de las políticas territoriales fomentan la comunicación entre los diferentes actores de los territorios, permitiendo así el desarrollo y refuerzo de una proximidad organizada. 本稿では、ソーシャルネットワークと近接性を基にしたアプローチにより、農村部開発の様々なアクター間における相互作用とコラボレーションの促進を目標とした、アマゾンの地域でThe Territories of Citizenshipプログラムのフレームワークにおいて実施される2つの領土統治の構造の効果を分析する。アマゾンの地域では、アクター間の距離が遠いため相互作用が困難である。しかし、この距離は、克服が不可能な、コレボレーションへの障壁ではないことが明らかになった。領土政策のフレームワークにおける施策は、実際に領土内の異なるアクター間のコミュニケーションを促進しており、これにより開発と組織的近接性の強化が可能になっている。
