Questioning territorial cohesion: (Un)equal access to services of general interest

Abstract

Although the debates about access to services of general interest have been at the core of the EU territorial cohesion discourse since the late 1990s, the impact of unequal accessibility to living conditions has yet be the subject of close inspection. The paper examines the relationship between the accessibility of services of general interest and demographic and socio‐economic conditions in a specific Czech region. The analysis reveals inter‐municipal disparities and identifies spatially excluded areas. Despite the negative association of insufficient access with education and depopulation characteristics, the results suggest that demographic and socio‐economic development stems from a more complex set of factors. Aunque los debates sobre el acceso a los servicios de interés general han sido fundamentales para el discurso de cohesión territorial de la UE desde finales de la década de 1990, el impacto de la accesibilidad desigual a las condiciones de vida aún no ha sido objeto de una inspección exhaustiva. Este artículo examina la relación entre la accesibilidad de los servicios de interés general y las condiciones demográficas y socioeconómicas en una región checa específica. El análisis revela disparidades intermunicipales e identifica áreas excluidas espacialmente. A pesar de la asociación negativa del acceso insuficiente con características de la educación y la despoblación, los resultados sugieren que el desarrollo demográfico y socioeconómico se deriva de un conjunto de factores más complejo. 1990年代の後半から、公共サービスの利用に関するディベートが欧州連合(EU)の領土統合に関する議論の中心であったが、生活環境の格差の影響が、今なお詳細な調査の主題となっている。本稿では、チェコの特定の地域における、公共サービスの利用可能性と人口統計学的および社会経済的条件との関連性を検討する。分析から、自治体間の格差が明らかになり、空間的に除外されている地域が確認される。教育を受ける機会が不十分であることと人口減少の特徴との負の関連があるにもかかわらず、結果から人口統計学的および社会経済的発展は、かなり複雑に組み合わさった要因から生じることが示唆される。
