Wealth redistribution in urban land development under a dual land system: A case study of Beijing

Abstract

type="main" xml:lang="es"> Este artículo estudia la apreciación del valor del suelo rural y los efectos de la redistribución de la riqueza del sistema de tierras dual de China, tomando a Beijing como estudio de caso. Proponemos un método robusto para estimar el diferencial en el valor de la tierra entre el precio de concesión de tierras pagado por el promotor y la indemnización a los residentes rurales por las tierras expropiadas. El estudio muestra que el diferencial en el valor de la tierra muestra una variabilidad dramática. Mientras que, en promedio, el gravamen de expropiación asciende a un 15 por ciento del valor estimado de mercado para el suelo, esta proporción es de menos de un 5 por ciento aproximadamente para uno de cada cuatro de todos los casos de expropiación rurales. El diferencial en el valor del suelo muestra una correlación significativa positiva con los precios de mercado y el uso previsto para la tierra, así como pruebas significativas de dependencia espacial y heterogeneidad.
