The Effects of European Competition Policy on Pricing and Profit Margins

Abstract

This paper analyzes the effects of EEC and West German policy towards horizontal agreements and restrictive practices on the performance of the West German manufacturing sector. Three empirical studies are reported: (1) a time‐series study of price indexes for 10 products from the mid‐1950's to the present; (2) a cross‐section study (for 1979 data) of 106 industries; and (3) an analysis of changes in company profit margins over time. The results suggest some short‐run response to antitrust cases, but no long‐lasting ‘deterrent’ effect. There is some evidence of a ‘regime effect’ occurring after 1957, i. e., a general price decline in West German industry due to changes in the competitive environment which started in that year. In diesem Aufsatz werden die Wirkungen der Politik der EG und West‐Deutschlands auf den industriellen Sektor an Hand der horizontalen Übereinkommen zwischen den Branchen und der restriktiven Praxen analysiert. Drei empirische Studien werden vorgestellt: (1) eine Zeitreihenanalyse über die Preisentwicklung von 10 Produkten seit Mitte der fünfziger Jahre bis in die Zukunft. (2) eine Querschnittsanalyse (für 1979) für 106 Industriezweige und (3) eine Untersuchung über die Veränderungen der Gewinnmargen der Unternehmungen über die Zeit. Die Resultate deuten auf kurzfristige Wirkungen der Antitrustgesetzgebung hin, zeigen aber keine langfristige Abschrekkungswirkung an. Ein gewisser ≪Regierungseffek≫ ist nach 1957 sichtbar, das heisst es lässt sich ein allgemeiner Preiszerfall für die westdeutsche Industrie durch die Änderung in der Wettbewerbssituation, die in diesem Jahr begann, erkennen. Cet article analyse les effets de la politique de la CEE et de l'Allemagne Fédérale sur les performances du secteur industriel ouest‐allemand en regard des accords de branches et des pratiques restrictives. L'auteur présente trois études empiriques: ‐ une analyse chronologique des indices de prix pour 10 produits depuis le milieu des années 50 jusqu'ȩ aujourd'hui, ‐ une analyse inter‐industrielle de 106 secteurs avec les données chiffrées de 1979, ‐ une analyse des évolutions, dans le temps, des marges des entreprises. Il ressort de ces études une réaction ȩ court terme aux procés anti‐trust, mais il n'apparai̧t aucun effet déterminant a long terme. On voit transparaïtre une sorte d'≪effet politique≫ȩ partir de 1957, c'est‐ȩ‐dire une baisse générale des prìx en Allemagne de I'Ouest, ȩ cause des modifications de l'environnement concurrentiel apparues cette année‐lȩ.
