The Effect of Confidence on Income Velocity in a Politically Unstable Environment: Wartime South Vietnam

Abstract

At the turn of this century WESLEY C. MITCHELL argued that the velocity of money could be influenced by a noneconomic variable that he called ‘confidence’; but the idea has received little attention since then. This study uses events in the long Vietnam war for statistically demonstrating the MITCHELL hypothesis. U. S. troop presence in South Vietnam boosted the peoples' confidence in their country's future thereby stabilizing the demand for fiat money and income velocity. Only two variables ‐ the previous year's rate of inflation and U. S. troop strength, which serves as a proxy for battlefield victories ‐ are needed to explain movements in velocity. WESLEY C. MITCHELL behauptete um die Jahrhundertwende, dass die Umlaufgeschwindigkeit des Geldes von einer nicht‐ökonomischen Variabel, die er «Vertrauen» nannte, beeinflusst werden konnte. Seitdem hat diese Ansicht nur wenig Beachtung gefunden. Diese Studie benutzt Begebenheiten im Vietnam‐Krieg, um MITCHELL'S Hypothese statistisch zu beweisen. Die Anwesenheit der U. S.‐Streitkräfte in Vietnam stärkte das Vertrauen der Vietnamesen hinsichtlich der Zukunft ihres Landes. Dies hatte zur Folge, dass sich die Nachfrage für Papiergeld ohne Deckung und die Einkommensgeschwindigkeit stabilisierten. Man benötigt nur zwei Variablen, nämlich die Inflationsrate vom Vorjahr und die amerikanische Truppenstärke, die als Ersatz für gewonnene Schlachten dient, um Änderungen in der Umlaufgeschwindigkeit (des Geldes) zu erklären. Au début du siécle WESLEY C. MITCHELL déclarat que la vélocité de l'argent pouvait être influencée par une variable non économique qu'il appela «confiance», mais depuis, très peu de gens ont prêté attention à cette idée. La présente étude utilise les événements de la guerre du Vietnam pour démontrer statistiquement I'effet de l'hypothese de MITCHELL. La présence des troupes américaines au Sud Vietnam a engendré la confiance des gens dans le futur de leur pays et de ce fait, a stabilise la demande de l'argent fiduciaire et la vélocité du revenue. Deux variables ‐le taux d'inflation de I'année précédente et la force des troupes américaines, que sert de proxi pour les victoires sur le champ de bataille ‐ permettent d'expliquer les changements de vélocité.
