National Debt Neutrality: Some International Evidence

Abstract

This paper contains ‐ in the context of consumption behavior – some empirical tests for the debt neutrality hypothesis. According to this hypothesis, the tax/debt financing mix of government spending does not matter. The large international cross section‐time series data from OECD countries lends no support to the coefficient restrictions implied by the debt neutrality hypothesis. This result turns out to be robust with respect to various ways of measuring the public sector deficit variable, to weighting patterns, to additional variables, to various data samples and to estimation methods. Diese Abhandlung enthält einige empirische Tests – im Kontext mit dem Konsumverhalten – zur Überprüfung der Stichhaltigkeit der Hypothese betreffend die Neutralität der Verschuldung. Nach dieser Hypothese ist die Mischung von Steuer‐/Kreditfinanzierung der öffentlichen Ausgaben bedeutungslos. Die umfangreichen internationalen Querschnitt‐Zeitreihendaten aus den OECD‐Ländern unterstützen die Koeffizienten‐Restriktionen nicht, die von der Hypothese über die Neutralität der Verschuldung stillschweigend vorausgesetzt werden. Dieses Ergebnis ist stichhaltig, weil es von der Anwendung verschiedener Methoden zum Messen der Variable des Defizits der öffentlichen Hand, von Gewichtsmustern, von zusätzlichen Variablen, von verschiedenen Datengruppen sowie von den Schätzmethoden unabhängig ist. Le présent texte contient – à propos de la conduite de la consommation – quelques épreuves empiriques concernant l'hypothèse de la neutralité de la dette. Selon cette hypothèse, le mélange de financement impôt/dette des dépenses d'Etat n'est pas d'importance. Les données internationales, considérables, en provenance des pays de l'OCDE, concernant la série chronologique de coupes instantanées ne prêtent aucun soutien aux restrictions du coefficient qu'impliquait l'hypothèse de la neutralité de la dette. Ce résultat se tient en ce qui concerne des méthodes variées pour le mesurage de la variable du déficit du secteur public, des structures de pondérations, des variables additionnelles, des échantillons de données variées et des méthodes d'estimation.
