Are We Measuring Up …? Questions on the Performance of National Statistical Systems

Abstract

This article proposes a systematic approach to evaluating the performance of national statistical systems. Its starting point are the so‐called Fundamental Principles of Official Statistics, which were adopted by the United Nations some time ago. The aim is to translate the principles into operational terms and concrete questions about ‘how we are measuring up’. Il y a quelques années, les nations Unies ont approuvées des Principes fondamentaux pour la statistique officielle Naturellement, ces Principes sont formulés d'une manière assez générale et abstracte. Le but de l'auteur est de rendre les Principes un peu plus concrétes et pratiques, par y poser des questions spécifiques. Les réponses pourraient illuminer la performance de la statistique officielle des pays divers.
