Biến đổi khí hậu và đầu tư trực tiếp nước ngoài tại Việt Nam: Vai trò của chất lượng quản trị địa phương

Abstract

Bài báo nghiên cứu tác động của biến đổi khí hậu và chất lượng quản trị địa phương lên thu hút đầu tư trực tiếp nước ngoài (FDI) tại 63 tỉnh thành của Việt Nam từ năm 2006 đến năm 2021. Dữ liệu nghiên cứu được thu thập từ Tổng cục Thống kê Việt Nam (GSO), Chỉ số hiệu quả quản trị và hành chính công cấp tỉnh (PAPI), và Cục Quản lý Đê điều và Phòng chống thiên tai Việt Nam. Kết quả ước lượng từ các phương pháp tác động ngẫu nhiên (RE) và bình phương tối thiểu tổng quát khả thi (FGLS) cho thấy biến đổi khí hậu - được đo bằng tổng thiệt hại kinh tế và tổng số người chết do bão lũ gây ra - làm giảm FDI, trong khi chất lượng quản trị địa phương làm tăng việc thu hút dòng vốn này. Đặc biệt, chất lượng quản trị địa phương có thể làm giảm tác động tiêu cực của biến đổi khí hậu lên việc thu hút FDI của các tỉnh thành ở Việt Nam. Các phát hiện này đóng góp một góc nhìn mới vào tài liệu về vai trò của quản trị địa phương đối với việc duy trì FDI bền vững trong bối cảnh thách thức về môi trường ở một quốc gia đang phát triển.
