Safety-Oriented Management Of Public Health Care Utilities In The Formation Of A Model For Implementing A Regional Rehabilitation Program

Abstract

The article examines the theoretical and applied foundations of security-oriented management of municipal healthcare enterprises in the process of forming a model for implementing a regional rehabilitation program based on the interaction of public authorities, business, healthcare institutions, educational and scientific organizations, and international partners. The study employs systemic, process-based, and stakeholder approaches, as well as methods of structural-logical analysis, modeling, generalization, and comparison. The methodological basis combines tools for diagnosing community needs, assessing the capacity of healthcare institutions, and applying a project-based approach to the implementation of regional rehabilitation programs. A sequence for developing a model for the implementation of a regional rehabilitation program with an emphasis on security-oriented management of municipal healthcare enterprises is proposed. The necessity of integrating the efforts of hospitals, local self-government bodies, military hospitals, international organizations, businesses, and educational and scientific institutions is substantiated. An approach to diagnosing community needs for rehabilitation services and identifying gaps between needs and the possibilities of their provision has been developed. The scientific novelty and practical significance lie in the development of a model for implementing a regional rehabilitation program based on the principles of security-oriented management of municipal healthcare enterprises, which provides for multilevel stakeholder interaction, a project-based financing approach, and the use of partnership mechanisms for resource attraction.
