Abstract
In the current conditions of increasing risks, security threats and limited use of the potential of regional economic systems, it is the economic direction that is the key priority of state management of territorial development. The practice of developed countries shows that the transformation of the state management system was largely based on strengthening the economic component. In particular, the experience of Poland demonstrates the effectiveness of administrative reforms implemented through the introduction of economic incentives in regional development. Such measures were aimed at expanding production with high added value, developing smart specialization and strengthening production cooperation. The article examines the formation of priorities for ensuring state management of regional development in the conditions of post-war reconstruction of Ukraine, taking into account economic, social, environmental and institutional challenges. A set of general scientific and special methods is used, in particular, analysis and generalization of scientific approaches to state management of regional development, a systemic approach, methods of comparison, structural and logical analysis and conceptual modeling. It was determined that today, for the effective implementation of measures to restore regional development, it is important to support the state in creating the necessary favorable conditions. The need to improve the decentralization of power in the direction of adaptation to European norms and increasing the autonomy of local authorities is substantiated. It was established that increasing the autonomy of local government will significantly accelerate the solution of urgent problems in cities. A concept was formed for ensuring state management of regional development in the conditions of post-war reconstruction of the country, in which the main tasks, principles, and methods of its implementation are defined. The practical significance of the results obtained lies in the possibility of using the proposed approaches when developing regional development strategies, programs for the restoration of territories, improving state management mechanisms and increasing the efficiency of the use of financial resources in the process of post-war reconstruction of Ukraine.
