Development of ecological entrepreneurship in Ukraine in the context of the european green course and esg transformations

Abstract

The article examines the theoretical and practical foundations of circular economy implementation and ecological entrepreneurship development within the context of sustainable economic transformation. The study identifies circular economy as an integrative economic model that prioritizes resource efficiency, waste minimization, and technological modernization of waste processing, thereby extending product lifespans and enhancing environmental outcomes. The paper analyses current waste management reforms in Ukraine as a structural basis for applying circular economy principles in alignment with European Union standards and shows how national strategic planning, including the 2024–2033 National Waste Management Plan, operationalizes these principles to reduce landfill disposal and support higher recycling rates. The research highlights that ecological entrepreneurship is grounded in a resource-oriented approach where economic actors engage in activities such as waste collection, transportation, processing, and recycling to generate economic value while mitigating negative environmental externalities. The key areas of development of green entrepreneurship are analyzed, in particular, the greening of production, renewable energy, the organic products market, the circular economy, and environmental awareness, taking into account institutional changes and European integration processes. It also emphasises the role of digital tools for regulation and monitoring, noting that the national digital platform «Eco-System» strengthens transparency, compliance, and administrative efficiency in waste operations. Furthermore, the article connects contemporary strategies with the conceptual origins of resource circularity in organic and biodynamic agricultural thought, illustrating how early holistic agricultural paradigms inform current sustainable business practices. The work assesses how EU initiatives such as the European Green Deal and the EU Action Plan for organic production shape national policies and stimulate market development for organic products and sustainable trade. In addition, international frameworks such as the United Nations Sustainable Development Goals and the Paris Agreement are considered key drivers of environmental governance that integrate economic growth with social equity and ecological stewardship. The results confirm that integrating circular economy frameworks and ecological entrepreneurship contributes to long-term resilience, competitiveness, and sustainable economic development at national and enterprise levels.
