Theoretical and methodological foundations for integrating public policy analysis with social conflict management

The article is devoted to developing the theoretical and methodological foundations for integrating public policy analysis with social conflict management at the micro-, meso-, and macro-levels. The authors emphasize the relevance of this research in the context of rising social tensions, decentralization reforms, political polarization, and the consequences of military conflict in Ukraine. The need for an interdisciplinary approach that combines policy analysis, conflict studies, management psychology, and institutional theory to design comprehensive solutions in public governance is substantiated. The paper proposes a concept of multi-level integration that accounts for the specific nature of conflicts at the individual, organizational-group, and societal-system levels. Special attention is given to the algorithm of public policy analysis, which consists of sequential stages—from problem identification to outcome monitoring—and its adaptation to conflict environments. The importance of collecting qualitative and quantitative data, assessing alternative scenarios, engaging stakeholders, and applying facilitation mechanisms for effective conflict resolution is revealed. The integrative matrix presented in the article describes the relationship between the phases of policy analysis and levels of conflict interaction, offering a tool for systematic planning and management. This approach has both analytical and practical value for developing security strategies, community mediation programs, and reforming public policy in contexts of social vulnerability. The authors highlight that the proposed model can serve as a theoretical foundation for evaluating existing programs and designing new management solutions in the areas of social dialogue, public safety, and regional development. Future research directions include testing and verifying the model through case studies of territorial communities affected by war and internal population displacement.
