Abstract
The article highlights the benefits of digitalization for ensuring the self-development of the territory. It is found that the general fund and tax revenues tend to grow, but data on personal income tend to decrease. Analysis of the fiscal efficiency of the community demonstrates a common feature of dependence on personal income tax and transfers, as well as deep differences between types of communities in terms of revenue. It is proven that fiscal incentives play an important role in the self-development of the territory, allowing communities to implement digital transformation programs, expand the tax base and strengthen economic sustainability. One of the catalysts for the self-development of the territory is digitalization. It is proven that digitalization opens up new opportunities for increasing transparency, efficiency and targeting, however, the readiness of the community to implement digital financial management tools varies significantly, which increases the need for adaptation and support for those territories that have limited resources to implement innovations in the context of digital transformation. It has been determined that one of the priority and long-term directions in the structure of fiscal incentives is to support investment and innovation activity through targeted tax instruments and create favorable conditions for attracting capital to strategic industries and regions through established reduced tax rates, the introduction of special tax regimes for startups, IT companies, green economy enterprises, as well as stimulating the renewal of fixed assets through an accelerated depreciation policy. Thanks to digital platforms, electronic tax administration and openness of budget data, it becomes possible to more accurately target incentives in the area that ensure sustainable development of the territory. The use of such fiscal instruments not only contributes to the localization of investment flows, but also forms a new quality of economic growth in the regions - with an orientation towards innovation, environmental friendliness and social responsibility of business. Also, digitalization promotes the development of new forms of economic activity, such as e-commerce, online services and platforms for knowledge exchange. This opens up new opportunities for entrepreneurs, allowing them to enter new markets and attract investment. Thus, territories that actively implement digital technologies have a better chance of economic development and increasing the well-being of the population.
