Türkiye’de Temel Gelirin Finansmanı için Bir Simülasyon: Yurt Dışı Çıkış Harcı

Abstract

Temel gelir 21. yüzyılda pek çok araştırmacının dikkatini çeken ve tartışılan bir konu olmuştur. Temel gelirin, gelir dağılımında adaleti artıracağı, bireyleri daha özgür kılacağı, toplumsal cinsiyet eşitsizliğini azaltacağına inanan ve destekleyenler olduğu gibi bireyleri tembelliğe iteceği ve enflasyona yol açacağına yönelik itirazlar da bulunmaktadır. Temel gelirle ilgili tartışmaların pek çok boyutu bulunmaktadır. Bu tartışmaların bir boyutu da finansmanına ilişkindir. Temel gelirin finansmanı konusunda ana tartışma vergiler üzerinde yapılmaktadır. Bu çalışmada ise literatürde temel gelirin finansmanı için önerilen yöntemlerin dışında yurt dışı çıkış harcının finansman açısından uygulanabilirliği ele alınmıştır. Türkiye için simülasyonlar geliştirilerek 2006-2023 yılları arasında yurt dışı çıkış harcının temel gelir için kaynak yaratma potansiyeli incelenmiştir. Araştırma sonucunda üç farklı simülasyonla bu harçlarla 40.000’den 260.000 kişiye kadar fon yaratılabileceğine ilişkin bulgular elde edilmiştir. Bu araştırma temel gelirin uygulanmasında tartışılan bir konu olan finansman sorununa ilişkin bir öneri geliştirerek alana katkı sağlamıştır.
