Toplu Taşımada Kullanılabilen Özel Halk Otobüsü Seçimi Çok Kriterli Karar Verme Yöntemi Analitik Hiyerarşi Prosesi Uygulaması

Abstract

Günümüzde hizmet sektörünün bir kolu olan toplu taşıma türleri içinde birçok alternatif mevcuttur. Bu alternatiflerden biri ve en yaygın olanı ise özel halk otobüsleridir. Bu yönüyle hizmet verecek otobüslerin, halkın taleplerine cevap vermesi yanında özel halk otobüsü işletmecilerin satın almada tercih etmeleri için bir takım özelliklere sahip olması gerekliliği açıktır. Özel halk otobüsü işletmecileri, otobüs satın alırken birden fazla alternatif arasından belirli kriterler altında seçim yaparlar. Bu kriterler seçicilere göre farklı ağırlıklarda ve boyutlarda değer kazanır. Seçimi etkileyen kriterlerin ağırlıkların bilinmesi otobüs üreticileri için önemlidir. Karar verici için en uygun alternatifi seçmenin bir yolu ise Çok Kriterli Karar Verme (ÇKKV) yöntemleridir. En yaygın kullanılan ÇKKV tekniklerinden birisi ise Analitik Hiyerarşi Proses (AHP)’dir. Bu çalışmada Sivas ilinde özel halk otobüsü işletmecilerinin otobüs satın alırken göz önünde bulundurdukları kriterler uzman görüşü alınarak belirlendikten sonra yine uzman görüşleri sonucunda kriterlerin öncelik değerlendirilmesi Analitik Hiyerarşi Proses yöntemi ile yapıldı. Problem Excel programı kullanılarak çözüldü. Seçimi etkileyen en önemli özelliklerin, yürür aksam kriterinin alt kriterleri olan fren ve ön süspansiyon (0,25 ve 0,10) olduğu görülmüştür. Sonraki işlemde fiyat/performans değerlendirilmesi ile otobüs işletmecilerinin tercih sıralaması belirlendi
