Turkiye’de Yabancilarin Konut Edinimi ile Doviz Kuru Arasindaki Iliski: Esbutunlesme Analizi (2013-2019)

Abstract

Döviz kurundaki dalgalanmalar ülkede bulunan yabancı vatandaşlar ve yabancı yatırımcıların tasarruf ve yatırım kararları için oldukça önemlidir. Yabancı vatandaşlar gerek ülkede vatandaşlık kazanmak gerekse de yatırım veya kullanım amaçlı konut edinmektedirler. Özellikle, Türkiye`nin turistik ilçelerinde ikincil konut olarak yabancılar tarafından gayrimenkuller satın alınmaktadır. Son yıllarda büyük gayrimenkul şirketlerinin ve arabulucuların yabancılara ve yurtdışı pazarlara yönelik pazarlama stratejileri kurulmuş ve Türkiye`deki konut piyasasında yabancı payı artmıştır. Yabancıların gayrimenkul edinirken karşılık şartının kaldırılması, bankaların yabancılara mortgage kredisi vermeye başlaması ve gayrimenkul edinirken KDV`den muaf tutulması kararının ardından yabancıların Türkiye`de konut edinmesi daha da kolaylaşmıştır. Bu etmenlerle birlikte Türk Lirasının ABD doları karşısında değer kaybı da yabancıların konut talebini artırmıştır. Yapılan ampirik çalışmada 2013-2019 zaman dilimini kapsayan aylık veriler ile yabancılara satılan toplam konut satışı ile döviz kuru arasındaki ilişki test edilmiştir. Yapılan eşbütünleşme testi sonucunda her iki değişkenin bir biri ile eşbütünleşik olduğu ve bağımlı değişkenin içsel, bağımsız değişkenin ise dışsal olduğu sonucu ortaya çıkmıştır. Uzun dönem ilişkisindeki sapmaların da ortadan kalktığı hata düzeltme modeli sonucunda görülmüştür. Yapılan zayıf dışsallık testinin sonuçlarına göre ise döviz kuru ile yabancılara satılan konut arasında tek yönlü bir nedensellik bulunmuştur.
