Finansijski Podsticaji Za Dobrovoljne Penzijske Fondove - Poreski I Neporeski Stimulansi (Financial Incentives For Voluntary Pension Funds - Tax And Non-Tax Stimuli)

Abstract

Demografska tranzicija stvara sve veće pritiske kako na razvijene ekonomije tako i na ekonomije u razvoju, jačajući ulogu penzija i štednje za starost kao centralnog društvenog stuba sistema socijalnog osiguranja. Dobrovoljni penzijski sistemi od velike su važnosti za zemlje u kojima je neophodno povećati penzijsku štednju stanovništva a koje se suočavaju sa problemima održivosti javnih penzijskih sistema. U skladu sa trenutnim okolnostima, i to pre svega demografskim starenjem, može se očekivati dalji rast značaja ovakvog vida dodatne štednje za period penzionisanja kako u okvirima nacionalne tako i globalne ekonomije. Danas ekonomsku logiku javnih penzijskih sistema određuje država. Trend kretanja na globalnom nivou je koegzistencija javnih penzija sa različitim oblicima privatnog penzijskog osiguranja, a kako će javne penzije u najvećem broju slučajeva biti nedovoljne za održanje životnog standarda u starosti, očekivano je da će ljudi biti primorani da dodatno štede kroz privatne penzijske šeme. U tom smislu, od izuzetnog je značaja uloga države u podsticanju dodatne štednje za „treće doba“ kroz dobrovoljni penzijski sistem, i to ne samo kroz edukaciju stanovništva u pogledu atraktivnosti kao i sigurnosti takvih plasmana, već i kroz poreske odnosno neporeske stimulanse za privredu i građane.
