Novi Koncept Industrijske Politike U Evropskoj Uniji (The New Orientation Of The European Union Industrial Policy)

Abstract

Impresivan niz transformacija u svetskoj privredi traje oko 25 do 30 godina. Neke od ovih promena su prilično dobro poznate: značajne promene u proizvodnoj strukturi i međunarodnoj konkurentnosti, ulazak novih igrača na međunarodno tržište, kao što su Kina i Japan, produbljivanje evropskih integracija i proširenje Evropske unije; socijalne i demografske promene itd. Sve ovo podrazumeva definisanje nove industrijske politike, kako na nacionalnom tako i na međunarodnom nivou. Novi koncept industrijske politike podrazumeva niz akcija usmerenih ka stvaranju povoljnog okruženja za razvoj industrije. Radi se o velikoj ekonomskoj i političkoj uniji u kojoj se ukrštaju različiti politički i ekonomski interesi država članica. Cilj ovog rada je da pokaže kako Evropska unija kao nadnacionalna zajednica uspeva da sprovede jedinstvenu industrijsku politiku i prilagodi je različitim nacionalnim interesima. Industrijska politika Evropske unije je, kao aktivna i sveobuhvatna primena mera usmerenih na strukturno regulisanje i podsticanje konkurentnosti industrije, imala dug evolutivni put razvoja do trenutka nastanka zajedničke nadnacionalne politike zemalja članica Evropske unije. Iz tih razloga se ona u proteklom periodu može okarakterisati kao svodna industrijska politika zemalja članica. Savremena industrijska politika Evropske unije se definiše kao politika industrijskog razvoja, koja favorizuje dinamičko prilagođavanje industrije izazovima konkurencije.
