El Semestre Europeo 2023 y el Mecanismo de Recuperación y Resiliencia

Abstract

Motivación Desde 2020, el Semestre Europeo está inmerso en un importante proceso de reestructuración, para adaptarse a un contexto en constante cambio. Al mismo tiempo, ha continuado adaptándose a la aplicación del Mecanismo de Recuperación y Resiliencia. Además, en 2024, coincidiendo con la desactivación de la cláusula general de salvaguardia del Pacto de Estabilidad y Crecimiento, se deberá adoptar un nuevo marco de gobernanza fiscal, que seguiría integrado en el Semestre Europeo. Ideas principales •La principal novedad dentro del actual ciclo es la propuesta legislativa de la Comisión Europea para la reforma de las reglas fiscales en la Unión Europea, que debería conducir a la adopción de un nuevo marco de gobernanza fiscal integrado en el Semestre Europeo. •Para facilitar la transición hacia las futuras normas fiscales y tener en cuenta los retos actuales, se han incorporado al actual ciclo de supervisión fiscal, a través de las recomendaciones específicas por país, algunos elementos de la propuesta. •En el caso de España, las recomendaciones para 2024 incluyen un requisito cuantitativo que limita el crecimiento del gasto público nominal primario financiado con recursos nacionales al 2,6 %, además de orientaciones cualitativas sobre las medidas en materia de inversión y energía.
