El Plan de Recuperación, Transformación y Resiliencia y su impacto macroeconómico desde una perspectiva sectorial

Abstract

Motivación El Plan de Recuperación, Transformación y Resiliencia (PRTR), vinculado al programa europeo Next Generation EU, detalla una agenda de inversiones que representan una oportunidad única para facilitar la transformación estructural de la economía española, tanto por su tamaño (unos 69.500 millones de euros o el 5,6 % del PIB de 2019) como por su énfasis en los retos de la digitalización y de la transición ecológica. Por este motivo, resulta de interés disponer de una asignación por ramas de actividad de dichas inversiones, al objeto de cuantificar su impacto macroeconómico teniendo en cuenta las interacciones entre los diferentes sectores de actividad. Ideas principales •De acuerdo con los resultados obtenidos, la plena ejecución de los fondos del PRTR tendría un impacto directo sobre el nivel del PIB de un 1,15 % en promedio anual y en un horizonte de cinco años, si bien podría elevarse hasta el 1,75 % al tener en cuenta los efectos de arrastre entre sectores. •Los efectos estimados son heterogéneos entre ramas de actividad, cuyos sectores más beneficiados son los vinculados al proceso de digitalización (información y comunicación o servicios profesionales y técnicos), así como el sector de la construcción, debido a las inversiones en infraestructuras relacionadas con el proceso de transición ecológica. •No obstante, la presencia de rigideces en el proceso de reasignación de recursos entre sectores de actividad podría limitar el efecto macroeconómico de las inversiones contempladas en el PRTR. Estos factores podrían reducir el impacto estimado desde el 1,75 % hasta el 1,3 % del PIB.
