El Semestre Europeo 2020 y las recomendaciones específicas para España

Abstract

El Semestre Europeo 2020 se ha adaptado para coordinar la política económica de los Estados miembros (EEMM) y dar una respuesta inmediata a la crisis surgida tras la pandemia en el ámbito fiscal, económico y social. La prioridad ha sido reforzar los sistemas sanitarios y apoyar a hogares y empresas, lo que ha exigido activar la cláusula de escape del Pacto de Estabilidad y Crecimiento y rediseñar las recomendaciones de todos los EEMM. La aprobación en el Consejo Europeo, el 21 de julio, del instrumento Next Generation EU, enmarcado en el presupuesto de la UE y coordinado en el Semestre Europeo, tiene la finalidad de ayudar a financiar la recuperación de las economías europeas tras la pandemia. Los países deben presentar en octubre planes de reformas y proyectos de inversión, para incorporarlos en sus presupuestos nacionales del año siguiente, acordes con las recomendaciones de 2020 dirigidas a responder a los retos derivados del cambio climático, la digitalización, el refuerzo del capital humano y la eficiencia del sector público.
