El Semestre Europeo 2019 y las recomendaciones específicas para España

Abstract

El semestre europeo es el proceso durante el cual la Comisión Europea diseña y coordina las políticas económicas de los Estados miembros. El ciclo de 2019 se puso en marcha el 21 de noviembre de 2018 y concluyó el 9 de julio de 2019. En conjunto, se constata una pérdida significativa de impulso reformador de los países, y en especial de los países que presentan desequilibrios macroeconómicos. En el terreno fiscal, las reglas del Pacto de Estabilidad y Crecimiento constituyen una valiosa hoja de ruta de cara al necesario proceso de consolidación de las finanzas públicas, si bien su efectividad en el brazo preventivo es todavía incierta. En el ámbito de las políticas estructurales, resultaría de interés explorar la creación de comités nacionales de productividad en aquellos países donde aún no existan.
