La reforma de las cuotas y la representación en el FMI

Abstract

En 2016, el Fondo Monetario Internacional (FMI o Fondo) ha implementado finalmente la reforma que aprobó su Junta de Gobernadores en 2010 y que refuerza notablemente su legitimidad y su gobernanza. La reforma supone duplicar los recursos propios del Fondo y modificar el marco que regula la estructura y el funcionamiento de su Directorio Ejecutivo. El aumento de cuotas permite recomponer los recursos financieros de la institución, en favor de los recursos propios frente a los prestados, y reequilibrar el peso relativo y el poder de voto de sus miembros. En este contexto, España ha corregido significativamente su infrarrepresentación en la institución y se consolida como la quinta economía europea en importancia. A partir de ahora, el debate pasará a centrarse en la idoneidad del tamaño actual del FMI para atender la demanda de financiación de sus miembros, y en someter a examen la fórmula de cálculo de las cuotas.
