The Impact of Ghanaian Entrepreneurs and Civil Servants on National Development: A Comparative Study of Policy Implementation and Innovation

Abstract

This study examines the comparative impact of Ghanaian Entrepreneurs and Civil Servants on national development, focusing on their roles in innovation and policy implementation. Using a mixed-methods approach, data were collected from 200 Entrepreneurs and 150 Civil Servants ervants through structured questionnaires and 30 semi-structured interviews. Hierarchical regression analysis was employed to assess the relative influence of entrepreneurial innovation, business activities, and policy implementation effectiveness on perceived national development outcomes. The results indicate that entrepreneurial innovation has the strongest positive effect on national development, followed by policy implementation effectiveness and business activities. The findings highlight that both entrepreneurs and civil servants contribute uniquely but complementarily to development, with private sector dynamism driving innovation and public sector efficiency ensuring the translation of policies into actionable programs. The study underscores the importance of fostering collaboration between entrepreneurs and civil servants through supportive policies, institutional capacity-building, and public-private partnerships to enhance sustainable and inclusive development in Ghana.
