Uniforms: Intersection of Religion, Identity, and Institutional Policy in the US Armed Forces

This article examines how U.S. military and law-enforcement institutions have revised uniform and appearance policies in the twenty-first century to accommodate religious expression. It argues that these changes reflect broader negotiations among institutional authority, constitutional protections, recruitment pressures, and the public visibility of religious identity. Although norms of modesty and bodily presentation have long shaped many religious traditions, their incorporation into official uniforms has historically encountered resistance. Recent accommodations—often limited, conditional, and subject to institutional review—therefore reveal changing understandings of inclusion within highly regulated state organizations. Drawing on DoD Instruction 1300.17(Religious Liberty in the Military Service), and Symbolic Interaction Theory, the article analyzes uniforms as visible sites where identity, power, and belonging are negotiated. It focuses on cases involving Muslim, Sikh, Jewish, Hindu, Rastafari, and Native American service members to show how religious symbols and grooming practices become contested markers of legitimacy, accommodation, and institutional recognition. The analysis demonstrates that uniform policy is not merely administrative; it is also a cultural and legal arena in which the boundaries of citizenship, professionalism, and religious liberty are actively defined.
