Building Performance Evaluation of Millennium Housing Estates in Ogun State, Nigeria: A Systematic Literature Review

The Millennium Housing Estates in Ogun State, constructed primarily between 2003 and 2009, were positioned as a flagship delivery of affordable, quality housing for low- and middle-income residents. Yet, more than two decades after delivery, systematic building performance evaluation (BPE) of these estates remains absent from both the academic and policy record. This systematic literature review synthesises empirical evidence on the performance of public housing buildings in Ogun State, with a focus on the Millennium estates, to identify dominant performance patterns, evaluate methodological approaches used in prior studies, and surface institutional and governance gaps that limit effective building performance evaluation in the Nigerian context. Following PRISMA guidelines, a systematic search of peer-reviewed databases, grey literature, and institutional repositories was conducted. A total of 54 studies meeting the eligibility criteria were included, spanning the period 2003 to 2026. Five analytical themes emerged from the synthesis; building performance dimensions and patterns of user satisfaction, with a mean satisfaction score of 3.21 across studies; physical quality, structural integrity, and environmental conditions, revealing persistent deterioration; infrastructure deficits, service failures, and accessibility gaps, with water supply and electricity emerging as critical pain points; maintenance governance and institutional accountability deficits; and post-occupancy evaluation as an underdeveloped practice in Nigerian public housing. Taken together, the findings reveal a tripartite deficit of design inadequacy, infrastructure neglect, and absent feedback mechanisms. The Millennium Housing Estates of Ogun State occupy an understudied position in Nigeria's public housing narrative. This review demonstrates that building performance in these estates has been compromised by a convergence of structural, institutional, and governance failures. It proposes a Tripartite Performance Accountability Framework as a contribution to theory and offers clear, actionable recommendations for housing agencies, estate managers, and policymakers.
