Desprotección en la tercera edad ¿estamos preparados para enfrentar el envejecimiento de la población?

Abstract

El Perú viene enfrentando un proceso de envejecimiento de su población. Esto puede convertirse en un problema futuro dada la actual baja cobertura en seguros de salud y pensiones de la población adulta mayor. El documento simula el impacto que el envejecimiento poblacional tendrá sobre las instituciones que actualmente ofrecen protección social al adulto mayor en materia de pensiones y salud. Considerando escenarios alternativos de crecimiento económico se encuentra que el Seguro Social de Salud se beneficia poco del crecimiento, con lo cual a futuro podría enfrentar problemas para financiar las necesidades de sus asegurados. En cuanto a las pensiones, el Sistema Nacional de Pensiones seguirá presentando déficits aun con un crecimiento alto. Se proponen algunos lineamientos de política para enfrentar estos problemas. Este estudio se desarrolló como resultado del XII Concurso Anual de Investigación CIES 2010, con el auspicio del Centro Internacional de Investigaciones para el Desarrollo (IDRC, por sus siglas en inglés).
