Designing an Optimal Model for the Implementation of Government’s Social Functions: A Governance Approach (in Persian)

Abstract

Purpose: Optimal implementation of government’s social functions, which can lead to the development of the country, is the most important pillar of governance. With regard to this fact, the purpose of the present research is to design an optimal model for social duties of the Iranian Government. Methodology: The research was performed based on mixed method in terms of the data gathering. In the qualitative section, the statistical population included academic and organizational experts in the field of public administration. Data were collected by studying theoretical foundations and interviews were administered through focus groups. In the quantitative section, the statistical population included managers, deputies and employees of public, private and non-governmental organizations. Data were collected by questionnaires. To design the qualitative research model, fuzzy inference system was used. Findings: Results show that promoting social functions at individual, organizational and social levels can lead to the optimization of social goals of the Iranian Government. It is also concluded that social affairs at individual level has a greater impact on the optimal implementation of government social functions than the other two levels. Individuals play a pivotal role in the civil society. Originality/ value: Taking the type of social functions into consideration and focusing on appropriate planning are necessary to mobilize social function. Recommendations: Finally, it is suggested that given the basic role of civil society in the social functions, it should get more emphasis.
