Stimulation of Development of the Sphere of National Intellectual Capital Use: Foreign Experience Review

Abstract

Unbalanced development of the national economy, characterized by singleindustry (raw materials) orientation, and the lack of demand from the industrial sector for technological innovation determined the worsening problem of the low level of private investment in research and development. The article describes the experience of foreign countries in terms of stimulating the development of national intellectual capital through the use of a set of measures to promote the growth of domestic spending on research and development, including through private investment. The experience of USA, China, the Netherlands and South Korea is presented in the article. It is concluded that the mechanism of the growth of domestic spending on research and development promotion, including by attracting private investment, consists of a variety of direct and indirect measures. A number of measures of investment stimulation in the sector of creation and use of national intellectual capital, both direct and indirect, which are represented in the economies of technologically advanced countries, can be used in Russia. However, when choosing a tool to stimulate the creation and use of intellectual capital through the growth in domestic expenditure on research and development, including by attracting private investment, it is important to be guided by the national features of the Russian economy and its scientific and technological sphere. The article notes that the experience of the Netherlands, consisting in stimulating investments in the sector of creation and use of national intellectual capital through the approach of leading industries may be particularly interesting for integration into the Russian economy, which has single-industry character and raw-material orientation.
