Venezuela, la crisis y la seguridad alimentaria: hacia una nueva estrategia

Abstract

The objectives of the article are: i) to describe and analyze the historical crisis experienced by Venezuela; ii) to diagnose and analyze the fundamental trends and results of the Venezuelan Food System (SAV) during the last two decades, within the framework of the national crisis; and, iii) finally, to present the main objectives of a new agrifood strategy (short and long term), within the framework of a new national development strategy. The research was documentary, historical-diachronic, explanatory and evaluative. It was based on the analysis of the evolution of economic and social variables and indicators, the results of the SAV and food and nutritional security for the period 1999-2020. Official national statistics, statistics from international organizations, estimates from academic organizations, consulting firms and the author were used. The content of the article shows and analyzes the relevant elements of the national crisis in political, economic and social terms. Subsequently, it presents the main agrifood policies of the last two decades and their results. To this end, the author describes and explains the causes of the results obtained in agricultural production and the food industry, agrifood foreign trade and, finally, the state of food and nutritional security in Venezuela. Based on this diagnosis, finally, the main objectives of a new agrifood strategy are presented within the framework of a new national development strategy.
