Viejas y nuevas dimensiones de la cuestion de la tierra

Abstract

Para encuadrar los distintos analisis contenidos en este numero monografico de REEAP, este articulo introductorio aborda la cuestion de la tierra con referencia a dos contextos diferenciados. En una primera parte sintetiza el declive de la historica cuestion de la tierra experimentado en los paises desarrollados a lo largo del siglo XX, haciendo referencia al cambio radical que se ha sucedido en la produccion agraria, en la situacion social de la poblacion rural, asi como a la perdida de poder politico de los propietarios de la tierra. En la segunda parte el articulo plantea un esquema de los nuevos aspectos o dimensiones que polarizan actualmente ka atencion social hacia la tierra, esquema que puede ser util para delimitar el campo de analisis sobre los conflictos que hoy siguen vigentes. En primer lugar, la dimension ambiental de la tierra, com lecturas diferenciadas en los paises desarrollados (donde las politicas agroambientales estan redefiniendo los derechos de propiedad sobre la tierra) y en los paises en desarrollo. Una segunda dimension es la social, con la situacion de pobreza de la poblacion rural ligada a la tierra sin resolver en buena parte del mundo en desarrollo. Y en tercer lugar la dimension internacional de la tierra, reflejada sobre todo en la reciente e intensa ola de acaparamiento de tierras que afecta a los paises en desarrollo. Los analisis incluidos en este numero de REEAP apuntan el debate sobre las relaciones entre desarrollo y transformaciones de la "cuestion de la tierra" y permiten, en definitiva, concluir que esa "cuestion" no esta cerrada ni reservada a los libros de historia. A su formulacion clasica le ha sucedido otra, con nuevas dimensiones y facetas, pero no menos clave para el futuro de las actuales sociedades. This introductory article tackles two aspects regarding the "land question" in order to contextualize the analyses included in this special issue of REEAP. On the one hand, we synthesize the decline of the historical land question undergone in developed countries throughout the XXth century, paying attention to the radical shifts in agricultural production, the social situation of rural population and the loss of landowners' political power. On the other hand, we propose a new framework for the emergent topics concentrating the social attention towards land issues. This framework could be useful for delimiting the field of analysis about the existing land conflicts. Firstly, the environment dimension of land, with different approaches in both developed countries (where agri-environmental policies are redefining land property rights) and developing countries. Secondly, its social dimension, as rural poverty -linked to land access- remains unsolved in most of developing world. And thirdly, its international dimension, that is particularly reflected on the recent wave of land grabbing which affects Southern Countries. The analyses included in the issues of REEAP point out the debate on the relationships between development and the transformation of the land question, and they allow, ultimately, to conclude that this question" is neither closed nor set aside to books of history. Its classical format has made way for another one with new dimensions and facets, but still very important for future of current societies.
