Valoracion de preferencias sociales para la mejora del entorno rural en el noroeste de la Region de Murcia

Abstract

Mas alla de la produccion de alimentos y materias primas, la agricultura contribuye en muchas zonas rurales a la conservacion de la biodiversidad, del paisaje y del patrimonio cultural, siendo objetivo de creciente atencion por parte de las politicas agricolas y de desarrollo rural de la UE. Asi, el actual Programa de Desarrollo Rural 2007-2013 preve, en su Eje 2 de Mejora del medio ambiente y el entorno rural, la aplicacion de medidas de apoyo al sector mediante ayudas compensatorias a zonas de montana y en despoblamiento, a la forestacion de superficie agricola y a las medidas agroambientales. ENe ste trabajo, con una encuesta realizada a 356 ciudadanos de la Region de Murcia, se valora a traves de los resultados de un Experimento de Eleccion la utilidad que a los ciudadanos les proporcionan las politicas antes mencionadas en la Comarca del Noroeste de esta Comunidad Autonoma, realizando una valoracion monetaria de las mismas en terminos de precios implicitos. La comparacion de los resultados con el presupuesto previsto por las Administraciones Publicas para gasto en este Eje pone de manifiesto tanto su insuficiente financion como una importante divergencia en su reparto por medidas. Beyond food and raw materials production, agricultre contributes to the biodiversity, landscape and cultural heritage conservation, being the focus of considerable attention on the part the common agricultural and rural development policy of the European Union. The Axis 2 about improving the environment and countryside included in the Rural Development Programme 2007-2013 provides measure as compensatory premiums to mountain and depopulation areas, afforestation of agricultural land, and agri-environmental measures. In this work, by means of a survey to 356 inhabitants of the Region of Murcia, the utility of the implementation of the above measures in the Northwest District of the Region is valued by a Choice Experiment. In addition, these measures are estimated in terms of implicit prices. The results are compared with the budget provided by the Public Administration, which highlights its insufficient financing as well as an important divergence as far as its proportional split is concerned.
