Potencjalne skutki utworzenia strefy wolnego handlu UE-MERCOSUR dla handlu rolno-żywnościowego UE

Abstract

The aim of the paper was to assess the possible effects of the EU-MERCOSUR free trade area establishment for the EU agri-food trade. The study uses the general equilibrium model of the Global Trade Analysis Project (GTAP). The scenario of partial liberalisation of bilateral merchandise trade was implemented. It was assumed that both regional groupings will reduce duty tariffs in total merchandise trade by 50%. It was proved that the establishment of a free trade area between the EU and MERCOSUR may result in the effect of creation of mutual agri-food trade rather than in the trade diversion effect. The dynamic increase in import of meat products and sugar should result in the growth of importance of MERCOSUR countries as a source of supply for agri-food products for the EU. / Synopsis. Celem artykułu było oszacowanie możliwych efektów utworzenia strefy wolnego handlu UE-MERCOSUR dla handlu rolno-żywnościowego UE. Projekcje wartości obrotów handlowych wykonano przy użyciu modelu równowagi ogólnej Global Trade Analysis Project. Rozważano scenariusz częściowej liberalizacji bilateralnych obrotów handlowych, zgodnie z którym obydwa ugrupowania integracyjne zredukują o połowę taryfy celne w handlu wszystkimi towarami. Na podstawie przeprowadzonych badań można stwierdzić, że utworzenie strefy wolnego handlu między UE a MERCOSUR może wywołać nie tyle efekt przesunięcia, co kreacji bilateralnego handlu rolno-spożywczego. W wyniku dynamicznego zwiększenia importu produktów mięsnych i cukru można oczekiwać wzrostu znaczenia państw MERCOSUR jako rynku zaopatrzenia UE w artykuły rolno-żywnościowe.
