Zmiany w polskim handlu zagranicznym produktami rolno-spożywczymi po akcesji do Unii Europejskiej

Abstract

The aim of the paper is to assess changes in Polish foreign trade in agri-food products after joining the Single European Market and adopting the rules of Common Commercial Policy of the European Union. The value and the balance of trade, as well as the geographical and commodity structure of exchange were analysed. Both Poland’s shares in the intra-EU trade in selected groups of agri-food products and the level of export specialisation in the field of the major product groups exported from Poland were estimated. In addition, relative intensity of their export expressed as the export value per 1 ha of agricultural land, or one full-time employee in the agricultural sector in relation to the EU-27 was calculated. It has been proved that Poland’s accession to the SEM caused the effect of trade creation and trade diversion. Preparations of fruit and vegetables, meat, offal and meat preparations, as well as dairy products were the major products exported from Poland in 2004-2012. The products coming from other climate zones, which are complementary to the domestic ones predominated in import. / Synopsis. Celem artykułu jest zidentyfikowanie zmian, jakie dokonały się w polskim handlu zagranicznym produktami rolno-spożywczymi na skutek włączenia Polski w obszar Jednolitego Rynku Europejskiego i przyjęcia zasad Wspólnej Polityki Handlowej Unii Europejskiej. Analizie poddano wartość i saldo obrotów oraz strukturę geograficzną i asortymentową wymiany. Oszacowano udziały Polski w wewnątrzwspólnotowym handlu wybranymi grupami artykułów rolno-spożywczych oraz poziom specjalizacji eksportowej w zakresie najistotniejszych w strukturze polskiego eksportu grup asortymentowych. Ponadto, wyznaczono względną intensywność ich eksportu, mierzoną wartością eksportu przypadającą na 1 ha użytków rolnych lub jednego pełnozatrudnionego w sektorze rolnym w odniesieniu do UE-27. Dowiedziono, że włączenie Polski w obszar JRE wywołało efekt kreacji i przesunięcia handlu. W latach 2004-2012 z Polski eksportowano przede wszystkim przetworzone warzywa i owoce, mięso, podroby i przetwory mięsne oraz artykuły mleczarskie. W imporcie dominowały z kolei produkty innych stref klimatycznych, mające charakter komplementarny w stosunku do produkcji krajowej.
