Signes officiels de qualité : éléments de bilan d'une politique publique

Abstract

Les signes officiels de qualité constituent un dispositif important de la politique agricole française. D'abord destinés à des agriculteurs auxquels ils apportent une possibilité de relâcher la concurrence par les coûts, leur domaine d'application a été progressivement élargi à l'ensemble des produits agro-alimentaires. Ils sont ainsi associés fréquemment à de grandes marques privées et, plus récemment, aux marques d'enseigne de la grande distribution. Par delà ses aspects techniques - homogénéisation et signalement de la qualité -, cette politique de qualité constitue également une politique de développement et d'occupation de l'espace rural. Quelles conséquences a-t-elle eu en matière de valorisation des produits par rapport aux produits standard ? Quelle redistribution vers l'amont, vers les producteurs agricoles initialement destinataires permet-elle ? L'objet de ce document est de présenter quelques résultats de recherche concernant ces deux questions.
