Knowledge Spillovers and Science Parks: Evidence from China

Abstract

This paper examines the capacity of science and technology parks (STPs) in China to generate and absorb knowledge spillovers. We measure inter-STP and intra-STP knowledge spillovers for the period from 2001 to 2018 by using patent citations. We match 22,617 patent citations to patents that were applied for at the China National Intellectual Property Administration (CNIPA) by listed firms with similar non-patent citations. Our findings indicate that STPs emit more knowledge spillovers than non-STPs. Spillovers occur more between STPs than within STPs. Knowledge spillovers diminish with distance between cited and citing patent. STPs generate relatively less spillovers in high-tier cities than in low-tier cities.
